What does it mean when someone calls someone else a "dog", when in fact that person is a human and not a dog at all...? Is it a case of mistaken identity...?

Ah, no... Butz-san called Nick-san a dog, but Nick-san insists he is not a dog...

And there was something about kibbles, but I'm not quite sure what type of animal that is.
